It sounds like a fine idea but just how would he go about doing it?
And would there be unintended consequences of tying up the assets of a major oil producer?
I like the idea of tying up a fixed amount of assets, enough to ensure compensation to those affected and the costs of the clean up.
There was a bill in Congress to expand the liability cap for an oil spill, it was killed by Imhoff of OK – no surprise there.
Yes, that is the ONLY thing Obama and Congress should be doing about this!

You know that BP, like any other large company, is going to do everything it can to offload its liability onto the taxpayer. They do it every time. You can bet that the execs at BP were callng the lawyers at the very same time they were calling the emergency crews. They and Halliburton are going to drag this out in the courts until all the regular people on the beaches are either bankrupt, give up, or die. Exxon did the same thing after the disaster in Alaska.
At any rate, those poor people that live in the affected areas are going to get far less than they lost.
It would make more sense to freeze obama.
